From my knowledge,Y series 2002/2003 was the last series to have drilled through lug holes.
Not the entire Y series are without drill through lug holes, only the later part of that batch. F series, which is after Y series should not have any drilled through lug holes.

Yes, the 14060M is the last of the pierced lugs as well as having the traditional (not solid) end pieces on the bracelet. The pierced lugged Rolexes have longer springbars, thus the thinking is that they are as strong as the non-pierced, double shouldered springbars when used with solid end links.
Around 2000 was when the shift began to happen (excluding the President which happened much earlier).
