consider going to Peng Kwee (seriously) they do have a large collection of 6694 with papers. price will be over the top that is for sure.
consider going to all the preown shops you know and start hunting.
consider looking for all those 6694 not sold in this forum and contact the sellers.
what is fair price? it comes down to how much you really want to own these papers. since you already stated that it is birth year, even if it is 3000. i guess you will have to pay for it. do note that it is not easy to find 6694 with papers these days let alone with your requirements.
my suggestion is you look for watch with papers first then look for the matching box later.

was at peng kwee penisular plaza branch. most of their 6694 have papers. to come across a 6694 with papers are pretty rare these days. there are still people who will pay the price offered by peng kwee.
my collection was built about 4 years ago. the highest price with complete box (seahorse) and papers was about 2300 in the market .
beginning of the year, i managed to find another one with paper for 2000 in a preown shop. just a few weeks ago, i was offered one 6694 without papers for 1800.
my shifu said to me "dont chase after the watch, wait for the watch to come to you."

if you don't mind rejection, many older gentlemen in singapore wear 6694s. why not ask if they would be interested in selling it to you? (i'm not sure if this is rude in local context or not - i have done this before without ill results)
there is an allure of a manually wound watch that cannot be replicated in an automatic. (not to detract from the beauty and distinctiveness of the 6694) but if you're simply chasing a 34mm rolex, there are plenty of air-kings and dates available at a similar price.
