The tritium in your 1601 (since it's more than 20 years old) would have died. The half life of tritium is 12.5 years.
That said, does it matter if there is no glow? My 16013 is completely no glow. Then again, when was the last time you need to tell time in the dark? Unless you go for night shot in Geylang and had to run from either the police or your CO during a raid.
Alternatively, you might want to have your dial relumed. IMHO, this is not necessary and does devalue your watch. Collectors like things original. Even if the dial and hands are all aged.

Do you mean the SS case or a box for the watch?
If you're looking at changing the case (why?), you can do it at RSC for $450 (assuming they have the right case) and $250 for case back.
Alternatively, try the repairman. But it won't be cheap, too. Or you can buy one off eBay (average US$220+++ from some of the last auctions I've seen for 1601 or 16013 cases).
But unless you have to, don't change the case - it devalues the watch in terms of collectibility.
