Because dealers buying watches from abroad and bringing them in vetoing Rolex Singapore's proper distribution channels certainly is not. They obviously do not meet Rolexes requirements to be a Rolex AD otherwise Rolex Singapore would be supplying them - legitimately. And I repeat, which is why Rolex Boutiques are springing up every worldwide and many ADs are losing their Rolex licences so they (Rolex Geneva) control all stock and distribution. Together with the constant price increases which are two-fold: to smooth out pricing disparities globally so they are similar across the board which will curtail purchasing from cheaper countries and exporting/importing them elsewhere; and secondly b/c of the strong Swiss franc.

As far as i know, you can import any rolex into singapore. Just pay the GST. there is no rules either at a rolex level, nor at a government level that restricts you from bringing in rolex watches from overseas.
Also, overseas rolex are brought into rsc (singapore0 most likely on a daily basis, do they refuse service because you did not purchase from rolex singapore? the answer to that is no. now unless they have changed that policy since i was last in singapore, i wouldnt know.
dealers buying from overseas take advantage of price differnces, tax rebates, and currency appreciations/depreciations (depending which way you go!). rolex is well aware of the situation, and one company leadng by example is apple computers.
they have their own stores packed to the brim with the latest products, also, apple supplies their own customers first over resellers. how do i know? i used to work for a reseller. getting an ipad took 3weeks from launch, and even then, they were coming 3-5 pieces at a time. rolex isnt stupid, they exist to turn a profit, by taking out the AD and coming in themselves, they effectively corner all stages of their business. from sourcing > production > final assembly > retail > after sales support.
Rolex Singapore may not supply to certain individuals due to any number of reasons. One such reason usually is the seller's inability to move sufficient stock. I am familar with adhesive sticker line, as such 3M will give you AD but only if you move S$X-M/year. Once you fail to meet the targets, they will appoint someone else. in incident i had with 3M is that with orders over a certain amount, 3M will not supply to you, and go behind your back to the customer themselves.[U]Currently wearing[/U]:

c'mon, its obvious that grey imports are done on the sly without RSC's stamp of approval.
the steps they are taking are as has been discussed - raising prices to parity worldwide, also regulating the AD's heavily. next step taking AD's out. replace with Rolex boutiques. its just a matter of time.

so what if it is done on the sly? there is nothing wrong with that. when i was in secondary school, i was importing electronics from singapore/japan into oz, kids at that time wanted the latest walkman, cd player, some wanted car audio from japan, etc. brand name products like sony, canon, nikon, panasonic, kenwood, etc. anything goes. got money earn, my lobang can bring in, i will sell.
did i get a call from any of the manufacturers? no
did i pay my gst to gov't? yes
were customers aware that my set came with foreign plugs, and needed adapters? of course
its not exactly right, but its definitely not wrong. in fact its called smart shopping. or in my case, smart buying just so happened that the above manufacturers were too lazy/my volume too small to bother with.
*imo* no different to gray dealers doing the same with rolex. if manufacturers wishes to counter this, its their call, and thru no fault of no one but themselves. if they want to create arbitrage opportunities, then they have to expect that someone is going to exploit it.[U]Currently wearing[/U]:
