Why specifically Watch Arena? I think most, if not all, pre-owned watch shops carry these watch boxes. But I am not sure if all of them will sell the boxes as some may want to keep for sales with their watches. Or try ploughing the forum's garage section to see if there's any sale of such a box.

Does the white sleeve matters ?

Personally I think the white sleeve serves no purpose as a collector's item. Its primary function is to hold the box together so that the cover does not come off easily. A complete set to me should consist of the 2 boxes - not the sleeve(doesn't matter)
