Difference between Local and oversea AD

hi there.
i am going to buy my 1st brand new 16610.
can intro me where to buy be it AD or PI ?
my concern is interest free installments.
i realise also some sub (btw internal dial & the bezzel) have rolex wordings alone the circle.
is it new design ?

Not exactly new design lah...just an added feature for the new models..doesn't make a diff to the value of the watch
