Any experts here can enlighten about the history and mystery for GMT having sticks dial?

This is the first time I came across a sticks dial for 116710LN. May I know if this is legit? Rumors say is extremely rare with 5000 pcs worldwide.

I do ever came across 16710 sticks dial as well. Which are not commonly found too.
