budget is 8k, I have 3 options.

1) 1996 DJ TT (blue-gold) diamond index, paper and box - $7k
2) 1996 Sub date TT (blue-gold), no paper - $7.5k
3) 2006 Sub date Black, paper and box - $6.5k

Usage is for formal occasions, and maybe sometimes casual? (I understand that option 1 may be too loud for casual)

Given the 3 choices. I will go for SS sub. Good for formal and casual.
Have you considered saving up a little more for a brand new since your budget is 8K.

You can either get the tt sub first or the ss sub second.. if not buy a new model no date sub is better...
