Bezel and Lume

Hi all bros,

I have recently bought a pre-owned Breitling superocean pro. The bezel seems to be loose, just to check with you guys how much would a typical watchshop charge just to tighten the bezel? At the same time, the lume of the watch seems to be very very faint is it normal for this to happen to preowned watches thanks
