They are rare because not many people want to buy white dial. It is not Panerai colour. You won't see their Special edition or Limited edition in white dial.

Tried it before and it looks kinda off with the white dial and black font. Looks kinda cheap and doesn't go well with the silver bezel and casing.

The only white (dial) PAM I still like and can ill afford is the PAM000049

Buy something you like. No need to follow people. Some black dial resale value also lousy. So worry less about resale value for now.
Fyi, I personally like 113 though I don't own one yet.
