for dress watch, you can look at the constellation models. quartz version will comfortably fall within your budget, auto version will need to stretch it a bit more.

sports model, aqua terra with the ETA movement also will fit your budget... for a much sportier look, seamaster range including PO but may bust your budget by a bit...

get him a vintage one .. provided he knows wat he wearing , but 3-4K can buy him a nice rolex datejust preowned ..
