If the internal QC is better than COSC and they are proud of it, COSC seems to have less value in supporting their marketing. IWC fans buy their watches not because of COSC. Some watch companies get COSC certificates for almost all their product range. I remember seeing the rank of watch companies who got certificates from COSC. Omega, Rolex and Breitling are definitely on top of the list.
IWC makes some inhouse movements, but not all models. For chrono, mainly Valjoux based, even for most complicated model in their range. You can read many articles in the net about this topic
Just don't understand why they don't send their watches for COSC after all these years.

Ya, Seiko has won most of the prizes for mechanical as well as quartz movements. Thus it is noteworthy that the 2009 International Chronometry Competition is only open to European watchmakers - the organisers explain that they lack the resources to provide material in Asian langauges.

This is more like a marketing strategy than a true reflection of real world performance. COSC test doesn't involve testing when the movement has the complete dial and hands (it's only bare movement tested). Apart from that, the range of accuracy is considered easily obtainable by most of today's mechanical movement.
