28 Hong Kong is overrated and Tanjong Beach Club is full of ang moh douchebags.
My vote goes to Jigger & Pony in Amoy St. Brilliantly executed classic cocktails by Japanese-trained bartenders. Chill but still quite a classy vibe. And lots of pretty ladies. It's not cheap though.
