My take, it is a 2 way responsibility, the person asking for feedback and the person giving feedback.
The person asking for feedback, what is his intention and motivation in asking for feedback. When he asked is he prepare for some negative respond or he expect all agreement, does he has a personal agenda to achieve, is he humble in nature (to me this is the most important aspect). If the person can't have some or all of these criteria, I don't see the point of that person asking for feedback. He might as well do self praise, at least you won't get hurt.
The person giving feedback, what is his intention and motivation in giving feedback. Are you giving to bring up or to tear down that person. Maybe you are jealous that the person is asking feedback for his expensive house, car or watches which at this point of time you can't afford so just give some negative feedback on it.
There will always be someone like this and it is part and parcel of an open forum, unless in time to come it became a paid forum. So my take is live and let live.
