One should seek serenity to cultivate the body, thriftiness to cultivate the morals. Seeking fame and wealth will not lead to noble ideal. Only by seeking serenity will one reach far. - Zhugeliang
since you can ask about the 2 of them, it means u like both. since it is for personal collection, get both. u should not be worried whether they got future resale value or not.

panerai is unique for its locking mechanism.
graham is unique for its 'goldfish' eye
Not only that, you'll also get a free lighter with Graham LOL
i play devil advocate. panerais very common, and alot of replicas, imitations, homages, etc etc.but resale market good and liquid.
graham more unique, dun think got homages, imitatons etc. production numbers are lower. quality quite good. resale terrible and illiquid.
since you mention u r starting a collection, make it your own. it shld reflect your personal tastes and preferences, cum collection philosophy.
if u buy resale grahams, prices already way discounted, while pams have much better resale. thus if you buying to keep, and buying preowned, maybe a graham is better.
nevertheless, let the watch speak to you, which ever is fine, as long as you see yourself wearing it years down the road.
for the record, in dun own any graham, i have a pam 86 and panerai ferrari GT. also dun buy limited edition graham, pointless, dun pay premium.
It is with our judgments as with our watches; no two go just alike, yet each believes his own.
