Where should I change

Will be going to Europe in may. I have USD 10k. Should I convert it to EURO in
Singapore or should I bring it to change there.

Change here is much better, besides it's really hard to find any Bureau de Change in Europe. Most cases, you will have to change it with a bank & the rate wont be favourable.
