    Make sense to me. As in all new rules, it will affect people who use it for proper cause, but is necessary to plug the gap.

    For your question I would say support local sellers/forums

      If I am not mistaken, para 3 of given article said that a shopper can used paypal to do shopping with internet merchants. The new ruling however does not permit money transfer in the form of donation or money transfer with no inherent commercial/trade backing.

        user can still use paypal to buy goods and/or services from internet merchants.

        first conspiracy theory is to prevent money laundering?

          I assume TS concern/question refers to buying from individual sellers based overseas via eBay and overseas forums such as WUS.

            You are "very" right!
            I'm purchasing a watch from WUS, trying to pay by paypal.
            But with this new rule, I can't pay him.
            I'm also purchasing a SS Shroud from Yobokies. But again how to pay without paypal?..
            Some items are not available in Singapore...

              Payment can still be made except you cannot pay under Gift(Personal) anymore

              so seller will need to absorb the 3-4% PP fee

              Some sellers will ask buyers to include the 3-4% fee if making payment via Paypal.
