Does it mean pre-owned watch resellers cannot charge us admin fee?

Am i reading this correctly that they cannot charge us additional 2%-4% when we use credit card to pay for the purchase and we can report them to CASE if they do?

Some of the brick-mortar watch resellers charge customers additional when they pay by CC.

sounds like it. but laws without ways to enforce are pretty useless imo
