No country in the history of Euro Championship ever managed to defend their title.
In a cup tournament like this with only 16 teams, any team can win. Once a team qualifies from the group stage, it only needs to win 3 more matches to be the champion. There were some unexpected winners in this tournamenet not too long ago - Greece in 2004, Demark in 1992.

I am not sure I agree that the best team always win in such a tournament. In a league where every team plays every team both home and away, then yes the best team (over the whole season) wins.
I guess few would say that Greece was the best team in the 2004 tournament, but then one could always argue what "best" meansWatches are like potato chips - You never stop at one
