It's actually quite rare that this happened. It takes a combination of errors.

      1. For the postman to put a letter in the wrong letter box.
      2. For that letter that was wrongly put to contain an unsigned cc.
      3. For the wrong recipient to be a bankrupt.
      4. For the wrong recipient to be a bankrupt living in such an address.

So, the SA not checking with extra care is much more probable that those above.

Bro, Singaporeans don't like to be asked for IDs whenever they use their credit cards... Can't blame the SA on this case...
I understand the signature was not present when the fraudster used it; now assuming the names matched (chinese name on card, and chinese appearance - you get the idea!)

I got asked for ID when I used my aussie CC in sg. even in the bank, i got asked for ID too. In the end, i just attached my driver license and atm card together

One shop i used to work at, would hold us personally accountable for any transaction that was deemed to be fraudulant. That meant, we had to screen every customer with credit card otherwise we would have to be working that week for free.

take it that the shop aka AD is the original owner of the watch.

then how does the AD dispose of this particular item?

sales staff may not want to ask further questions as they fear of offending customers. as such once the card is swipe across the terminal @ a merchant, the sales staff does not really bother when it is approved. as the merchant gets paid by the bank. *assumption*

some sales staff do not practice due diligence as in verifying the signature of signed copy and signature on the card. there are couple of times when my signature with the bank and the signed copy are different. the sales staff also did not ask.

recently, i believe all new cards issued to the clients need to be verified through the CSO of the issuing card calling the client to verify. second, owner of card needs to dial a specific number to activate the card.

for fear of offending the customer, thats interesting; but i can see how some customers can get offended. also i believe that for small sales, then if the signature do not match, then ok.

as for verifying cards, yes, i have always gone thru that nonsense. annoying, but adds an extra level of security just incase your cards go missing in post.

If it is a new card and first transaction is 12000 for watch or jewelry, shouldn't the bank give call back to the owner when you swipe it?

It happened to me. First time buy big ticket item using cc, the bank called me back even before I could sign on the card to verify.

So, in this case, the bank also did not follow protocol.

doesnt take much to get caught. first of all, where ever you go, sure to get a pic of your face somewhere. go to AD, sure have a camera here and there. thats already one area to get caught.

another would be; they made subsequent purchases but small. so after buy watch, next day they go and order drinks, or go restaurant?

maybe even top up their erp card? 101 possibilities on how they can get caught. using CC fraud is the dumbest imo.

To my knowledge, bank will use "prior" transaction history. So any mov'ts between a certain range will not trigger an alarm. one of my lecturers manage to check into many hotels no problem, but the moment he used his card in SLS (small but frequent), his card was blocked, and he received a call from the bank from oz.

in that case, its kinda like, screwed if you do, screwed if you dont. need to go by gut feel.

camera is around. but you need to prove that the suspect is there. there are ways to get round it. remember the conversation we had before?
