All my mechanical watches are pre-owned. So far i bn collecting watches with "in-house" movement which the movements cannot b replicated easily. As long as it's glass-back and you can clearly see the movement inside, u can verify whether it's genuine onot. AS for the condition of the case n dial, as long as it's without dents/dings/chips, i am ok with it as long as the price is at least 50% cheaper than retail. For case polishing, it costs $100-200 to make it like almost new. For the "history" of the watch, i really dont care much and even if i care, i would not be able to know the whole story behind a preowned watch, why bother?
I am looking at the resale value differently in the sense that if i bot it alot cheaper, i wont lose much when i resell the watch, rather than paying for retail and hoping the watch to appreciate. Unless u are a big collector with access to the those highly sought after watches, most watches will lose u money. The most important thing is enjoy wearing the watch you like, if u can afford then buy new, if not then buy preowned.

whether it is safe or otherwise, you will have to make a decision on your own.
seller can claim anything. it is you as a buyer who is paying the money.
since seller claims that the watch you want to buy is from THG, ask for receipt to show proof of purchase.
otherwise, it is up to you if you want to have the watch authenticated before purchase.

if buy from AD, the serial number is usually printed to protect both parties.
