    The article describes a PRC student whom had once studied in the author’s school. The PRC came to Singapore after being granted a MOE scholarship in 1999. The school arranged a teacher “L” to take care of her in school and also for non-school related issues. The school also found her a godfather(not the mafia boss, it refers to something like a foster parent) and godmother to give her a home-like environment. Under the guidance and support from her teachers and god parents, the girl managed to graduate from a prestigious JC in Singapore, and later she made her way into Harvard University.


    Last year, she received a scholarship offer from A*STAR for a Life Sciences phD programme in Harvard. The scholarship was equivalent to 1 million dollars. The PRC girl needed 2 Singaporean guarantors to apply for the scholarship. She approached many people but was rejected umpteen times. At the end, she remembered her teacher “L” and her godparents. So she approached the teacher L:


    Teacher L: Do you know why many people do not want to be a surety? It is because there are too many bond breakers nowadays.


    PRC Girl: Teacher, rest assured, I will not.


    With that affirmation, the teacher decided to help her.

    On her godfather’s side, he had already been a guarantor for another student. The godfather eventually sought the help of his friend who worked in the SAF. Despite the girl being a total stranger to him, the SAF guy agreed to be the guarantor without much hesitation.


    The last time Teacher L met the PRC girl was in August last year, during the signing of bond. She then went off to the US and never ever contacted her guarantor anymore. Just 2 weeks ago, Teacher L and the SAF guy were informed by a letter from A*STAR that the PRC girl broke her bond and that they had to pay 400k for compensation.


    Perhaps the girl had found a better company that was willing to “buy” her over by providing her an allowance and sponsoring the school fees. And perhaps, the Teacher L and SAF guy had to pay a price for being too kind to her. They had indeed paid an unworthy price.


    We have always been doubtful of our “first class” education, and issues with bond breakers had always been prevalent. No matter how much our education institutes condemns the behaviour of bond breaking or the numerous criticism from our local media, it can never change the materialistic value of a person. In this materialistic world, policy makers believe that money can buy everything including special priviledges, first class education and most importantly top class foreign talents. However, no one had ever questioned themselves if money could buy the loyalties of those foreign talents.


    In reality, when personal gains and morality/ethics are in conflict, the loser is always the latter. This situation has in fact left us in irony. What problems does the very force that had groom the top 10%, 5% and possibly 1% of talented individuals possibly have? When we teach our children about being socially responsible for their own actions, shouldn’t we be adjusting the rules of our policies to punish those bond breakers? The least we should have done is to let those youngsters know that there are issues that cannot be resolved with money, particularly when morals are involved. It is time we start reviewing the way we grant scholarships.

    i have never been in favour of being a guarantor for anyone else. too much complications unless im confident to handle the adverse consequences.

        rule of thumb. don be guarantor for such huge sums of money.

        you never know what will happen in the future. friends can easily turn to foe over money

            Same sentiment. Just like if you want to lend your money to anyone, expect that the borrower may not return you the money fully, or even at all. If he/she does, then treat it as a bonus.

              yah especially when it come to money. even relatives can turn their face on you.

              not sure whether am i allowed to say this in this forum. if not, please remove.
              i always have bad experience with PRC.

              PRC working colleagues - most of them are for themselves. when they just enter the company, they tend to become humble.

              after sometimes, when they got to know all your skills, they will tend to stab you on your back, get their way up high or tend to leave the place while leaving alot of problems behind. all for themselves..

              recently, i just about to sue a PRC TCM doctor to court. i went to seek for treatment cos i sprained my arm. so the doc say your case need few treatments and the cost of 5 treatments are $X. so thinking i really need 5 and was requested to pay in adv. i paid for it.

              thereafter, i feel that the doctor is not paying attention to my condition. i seek for a refund for the unused treatments. the doctor said its not refundable!.

              i told her that i am seeking for medical treatment not leisure. i am not signing up for a spa package or membership. why cant i refund. she die die dun return.

              the funniest thing she told me is that you can let others such as your parent to use the rest of the treatments. so i told her.. how about i buy u a coffin now and if you are not using it now, let your parents have it.

              so i bring the matter to CASE and court. when she got the notice from CASE that i am bring the matter to court. she refunded.

                ok, I was trying to pinpoint the funny thing about the whole thing.

                my contention is: the gal is a PRC "scholar", in need of a guarantor. There are practically hundreds of thousands or even million ex-PRC turned citizens qualified to become guarantor and 2 Singaporeans have to stake their necks out?

                If the ex-PRCs not helping the new folks, why should "Singaporeans" help them.

                Good heart or dumb?

                  This is nothing new here. I have came across severval cases of China students & students ma ma gone abscond after being a sponsor/guarantor for them in return for a little renumeration.

                    maybe the PRC scholar act to be very nice and humble or even offer them that she will get a very good paid job and give them some money every month.

                    maybe the guarantors need to be local. like most contract i draft, regardless of overseas/local companies, signatory person must be local.

                        There's something inherently wrong with this system, but then again, don't be a guarantor for anyone unless you really understand the implications.

                              you started your post by saying what you're going to post may not be right and yet you still post...

                              if all you could see are the negative side of ppl based on their nationality... you're bound to only encounter bad experience with ppl of said nationality...

                              i've worked with ppl of various nationalities and PRCs don't necessarily stand out based on one particular behavioural traits...

                              you probably need to widen your horizon and not just focus on the negative side...

                              along the way, i've encountered both negative and positive experience... i don't dwell on the negative and just chalk it up to experience...

                              i look at each person as individuals and not the sum of their race/nationality... i don't attach any particular traits to a nationality cos the next person of that nationality that i meet may well surprise you...
