Don"t need to pay tax means your monthly income is under 2000 and you can buy new Rolex Explorer II with your income. I earn slightly more than you, pay income tax, pay HDB loan, pay public transport, pay food, pay gas and electricity, pay for cigarettes, pay other things only managed to have most 100-200 left if lucky.
